House Bill 160 is yet another indication of Georgia lawmakers’ commitment to seeking statewide transit solutions by creating the Georgia Commission on Transit Governance and Funding. The commission would have 11 voting members plus several non-voting members including the commissioner of transportation, executive directors of GRTA and MARTA and directors of all metro planning organizations. The group is to be “investigative and advisory only” and will:
Study and assess the need for, funding of and means of providing a mass transit system and facilities for one or more metro areas of Georgia
Include consideration of federal programs on mass transit
Make a written report of findings and a proposal to the Governor, President of Senate and Speaker of the House
Include a recommended unified regional governance structure for mass transit along with ways to fund construction and operation
The bill requires the commission’s report by Dec. 31, 2017.
